SRC Infrastructure provided critical support to the London Underground Systems Programme by conducting a comprehensive review of the Barbican Refurbishment Project. This multidisciplinary scheme involved civil, structural, electrical, mechanical, communications, signalling, and drainage works aimed at addressing asset obsolescence, safety, and compliance issues.

During the review, SRC Infrastructure identified several key challenges. The project’s engineering and design deliverables did not align with TfL’s Pathway, leading to a misalignment with the Programme Requirements Specification (PRS). Additionally, the Scope of Works had not been fully defined or baselined due to undefined interfaces with other major programmes, such as Crossrail and the 4LM project. A misalignment with an accepted Design and Build Procurement Strategy, coupled with under-resourcing, further threatened the project’s timeline and deliverability.

To mitigate these risks, SRC Infrastructure recommended separating independent and enabling works packages to ensure that Stage Gate 2/3 milestones could be met. This approach would allow critical works to begin on site earlier without compromising time, cost, quality, or safety, thus ensuring the smooth progression of the refurbishment.
